Just received this email from Vodacom after demanding details on how subscription was made to a WASP

Kindly be advised that content services can be activated via your cell phone or using the internet from a computer, entering your cell phone number to receive content.
When using the cell phone number to access certain web pages, and select content such as wall papers, social chats, music, pictures and more, the company of this page then subscribed your number to the content and a monthly, weekly or daily fee is being charged.
When using the internet to subscribe to this content, a pop up box appear, where you can enter your cell number, and the content will be forwarded to you. The company of the website then also activate or subscribe your number and a monthly, weekly or daily fee is being charged.
Even when content is only received once, due to the subscription to the data, your account is still being charged.
WASPs (who are the providers of the content) are within their rights to appoint an agent to bill and collect money on their behalf for content sold by them to their customers.
It is not required by law for the agent (in this case Vodacom) to have a specific agreement with, or permission from, the customer; to bill and collect the money on behalf of the WASP.
Notwithstanding the above, the agreement concluded between each WASP and Vodacom provides that every WASP that utilises Vodacom's services to bill and collect monies for the WASPs' products/services, may only instruct Vodacom to bill and collect money for those products/services that have been specifically requested by customers.
Moreover the Wireless Application Service Provider Association (WASPA) has been constituted to regulate all WASPs to ensure, inter alia, that they abide with the aforementioned provision.

Thus, I can enter anyone's cell number online, and they will be billed.
How can Vodacom allow this?
