Vodacom unrestricted apn not available on pre-paid anymore

I need to do some device and app testing using the unrestricted APN.

I go out and buy some prepaid sim cards with the intention of using them on the unrestricted apn.

Complete the forms, send them to Vodacom and they reply that the unrestricted APN is not available on pre-paid.

when was this changed ? previously I was able to set them. what led to the change and can anybody suggest any alternatives ?
