Vodacom 2GB Contract nightmares

In the beginning of December we (in our Company name) took out a 2GB data contract from Vodacom with a dual sim to be used between two iPads. The whole of December this was working fine.

Come beginning of January both SIM's were showing "No Service". Upon inquiring about this we were notified that they made a mistake / there were fraud and that the contract got assigned to a different persons account.
This got fixed, and the issues two new SIM's. These were working for all about half a day when they again showed no service.

This was resolved again and two new SIM cards was again delivered on 10 Jan. Now, the primary SIM works but the slave not and it seems that no one knows what is going on.

Is there any advice?
